Last Saturday, March 23, the Ministry for Ecological Transition and the Demographic Challenge (MITERD) made public an important step towards energy efficiency in Spain.
Through the Order TED 268/24establishing energy saving obligations, compliance through Energy Saving Certificates (CAEs) and the minimum contribution to the National Energy Efficiency Fund (FNEE) for the year 2024, the new steps to achieve the country’s energy targets have been outlined.
This order, which comes into force with the aim of promoting energy efficiency at the national level, establishes a series of significant provisions that reinforce the common framework for the promotion of energy efficiency within the European Union.
Objectives and legal framework
New energy efficiency measures in Spain
The legal framework is based on Directive (EU) 2023/1791 of the European Parliament, which imposes on each Member State a specific amount of cumulative final energy savings for the period 2021-2030.
In this regard, Spain has committed to achieve cumulative savings of 53,593 ktoe, 44% higher than the previous target. To achieve these targets, Spain has implemented a National System of Energy Efficiency Obligations (SNOEE).
This system assigns annual savings quotas to gas and electricity marketing companies, as well as to operators of petroleum products and wholesale liquefied petroleum gases, known as SNOEE obligated parties.
Key measures
One of the central measures adopted is the possibility of meeting savings obligations through two main channels:
- Contribution to the National Energy Efficiency Fund (FNEE).
- Settlement of Energy Saving Certificates (CAE).
The recently issued order establishes the energy savings target for 2024, as well as the financial equivalence and savings obligations for each obligated entity.
In addition, an indicative projection of the savings obligations for the years 2025 and 2026 is provided, together with the minimum contribution percentages to the FNEE.
These measures not only seek to comply with European energy efficiency commitments, but also aim to promote the adoption of more sustainable and responsible energy use practices in Spain.
